Staff Sgt. Raymond L. Girouard, an imprisoned American soldier accused of murdering Iraqi detainees while on a raid mission, has been recommended for a court-martial on charges that could carry the death penalty.
Staff Sgt. Girouard says he was following the rules of engagement which were, "kill all military age males".
We are joined today by Joy Oaks, the sister of Staff Sgt. Girouard as she reaches out to our listening audience to tell her brother's story.
Plus...Why are there so many stories of allegations of soldier misconduct in Iraq? Is there a breakdown in communications in the chain of command, a breakdown in proper training, or is another reason at play?

Rick,
Do you notice that Girouard is now an admitted liar, not just an obvious murderer anymore?
I understand feeling the need to back Americans under fire, but what these guys did was just plain wrong and is very contrary to the war effort.
